A two-track initiative training community-based peace promoters for neighbourhood watch across Pibor, while delivering unconditional cash transfers to 200 of the most vulnerable households in Gumuruk and Pibor.
Pibor Administrative Area has experienced repeated waves of intercommunal violence, often triggered or escalated by small disputes that go unaddressed at the community level. At the same time, displacement and conflict have left a significant number of households — particularly those headed by women, persons with disabilities, the elderly, and children — without reliable means of meeting their basic needs.
YSAT's response combined two complementary strands of work. The first built a community-based early warning and response capacity by training peace promoters who conduct neighbourhood watch activities, identifying and helping de-escalate tensions before they develop into violence. Over three quarters, YSAT trained 120 peace promoters, with a dedicated one-day refresher training delivered in 2024 for 40 peace promoters — 15 men and 25 women — at the Kabarathe Women Center in Pibor on 28 March 2024.
The second strand addressed acute vulnerability directly. YSAT identified and registered 200 of the most vulnerable households across Gumuruk and Pibor — including women-headed households, persons with disabilities, the elderly, and child-headed households — for unconditional cash transfers. Of these, 120 households were in Gumuruk and 80 in Pibor, with distribution carried out on 18 October 2023. The cash transfer model gave households the dignity of choosing how to meet their own most pressing needs, rather than receiving a fixed in-kind package that might not match their actual priorities.
Over three quarters, YSAT identified, trained, and supported 120 community members to serve as peace promoters across the Pibor Administrative Area. Peace promoters conduct ongoing neighbourhood watch activities, acting as an early warning and response layer embedded directly within the communities they serve.
On 28 March 2024, YSAT delivered a one-day refresher training for 40 peace promoters — 15 men and 25 women — at the Kabarathe Women Center in Pibor. The refresher reinforced neighbourhood watch protocols, conflict de-escalation techniques, and referral pathways, ensuring peace promoters remained equipped to respond to evolving tensions in their areas.
YSAT carried out a registration process across Gumuruk and Pibor to identify the 200 most vulnerable households for cash assistance, prioritising women-headed households, persons with disabilities, the elderly, and child-headed households. The registration process was designed to be transparent and community-validated, reducing the risk of exclusion or local disputes over targeting.
On 18 October 2023, YSAT distributed unconditional cash transfers to 200 registered households — 120 in Gumuruk and 80 in Pibor. The unconditional design gave recipients full discretion over how to use the funds, whether for food, medical costs, school fees, or rebuilding livelihoods, respecting their own assessment of their most urgent needs.
