ORGANISATIONAL CAPACITY STRENGTHENING Uganda

YSAT did not grow because someone invested in building it from the outside. It grew because displaced people invested in building it from within, turning lived experience into institutional strength, and determination into governance, systems, and partnerships that serve communities at scale.

How We Build

Four Pillars of Institutional Strength

Every initiative under SPA 5 builds one or more of these four foundations — the architecture that makes YSAT a durable, accountable, and self-sustaining organisation.

Governance

Building the structures, policies, and oversight mechanisms that ensure YSAT remains accountable, neutral, and mission-aligned as it grows.

  • Board restructuring for neutrality and oversight (2023)
  • CAT 1 policy co-design — all organisational policies updated (2024)
  • Two strategic plans: 2021–2025 and 2026–2030
  • 4 consecutive annual external institutional audits
  • USAID direct implementing partner status through FAA
  • Board manual and charter in development toward 2030

Systems

Investing in the digital, financial, and data systems that make YSAT's operations real-time, evidence-based, and cost-effective.

  • Odoo ERP system — 5-year licence, 12 users, both country offices
  • ICT Innovation Hub established in Rhino Camp
  • MEAL systems aligned to programme accountability standards
  • YSAT brand identity redesigned through Data for Change (D4C)
  • Permanent HQ inaugurated inside Rhino Camp (March 2025)
  • Arua Coordination Office opened (August 2025)

Partnerships

Building the network of peer organisations, institutional donors, and civil society actors that amplify YSAT's reach and influence.

  • NoSSCOU Secretariat — 58 organisations, 31 strengthened
  • Rhino Camp CBOs Forum — 25+ community organisations
  • 8 local organisations sub-granted (AYAN, CECI, ICSS, HARD Uganda, CAN, YACOT, CHIPPO, CEPAD)
  • WUSC volunteer secondment — 5 experts since 2022
  • 80 RLOs/CBOs trained with UNHCR in Adjumani and Lamwo
  • Policy presence in Geneva, Amman, and Ethiopia

People

Growing the skills, confidence, and leadership capacity of YSAT's own staff — and investing in the next generation of refugee-led institutional leaders.

  • 150+ staff capacity built in Odoo, MEAL, gender, safeguarding, project management
  • CAT 2 — safe space for RLO female staff, scholarships, intern employment
  • WUSC M&E, gender, and HR experts embedded since 2022
  • 83 staff (Ugandans and refugees) across 5 settlements and urban Kampala
  • Operations in Uganda and South Sudan with 3 permanent office buildings
  • 820 people target through institutional development by 2030
