Abili David is an educationist, peace advocate, policy maker, and community development practitioner with over 30 years of experience in community services, refugee management, and displacement response under the Office of the Prime Minister of Uganda. A teacher by profession, he brings to YSAT's Board a depth of institutional knowledge about the very communities YSAT serves, knowledge built not in offices or research centres but on the ground, inside the settlements, across decades of direct service.

Abili's field record is among the most consequential of any practitioner working in West Nile's refugee response. He led the management and settlement of the major refugee influxes of 2014 and 2016 in the West Nile sub-region, overseeing the reception and settlement of over 120,000 refugees and asylum seekers in Rhino Camp, the same settlement where YSAT was born and where it maintains its headquarters today. He currently serves as Settlement Commandant of Lobule Refugee Settlement in Koboko, continuing a career defined by presence, responsibility, and service in Uganda's most complex displacement contexts.
Alongside his work in refugee management, Abili is a renowned peacebuilding trainer with over seven years of experience in peace and conflict management. His understanding of the structural, social, and political forces that drive displacement and inter-communal tension makes him an invaluable voice in YSAT's governance. As Vice Chairperson and Audits and Due Diligence Advisor, he provides oversight rooted in lived proximity to the challenges YSAT exists to address.
